Structure

The accountable authority of the Australian Office of Financial Management (AOFM) is the Chief Executive Officer (CEO), Anna Hughes. 

The AOFM Senior Leadership Team incorporates two additional roles – the Deputy CEO and the Chief Operating Officer– who along with the CEO are responsible for the strategy, efficient operations and execution of the agencies core purposes. Deputy CEO and COO provide executive support to the CEO and managerial support to the broader organisation. 

The AOFM organisation structure is based on financial industry best practices including functional alignment, clear roles and accountabilities and gives specific recognition to financial transaction-related duties and required segregation of duties. The agency is split into two core areas:

  1. Front Office: led by the Deputy CEO, our market facing teams who operate across financial markets to execute on the agencies core purposes
  2. Chief Operating Office: led by the COO, our enabling functions responsible for the efficient and sustainable day to day operations of the agency

Front Office

Our Front Office is made up of three core areas:

Funding, Strategy and Research; This area comprises of strategy, markets, and funding. Activities involve portfolio and global market research and strategy, liaison with Treasury on debt policy and related financial market issues, conducting tenders and syndications for the issue of AGS and the area also leads the cash management task.

Investor Relations; This area manages investor engagement, sustainable finance and external communication. 

Impact Investments: This area manages and executes investment programs for the Australian Business Securitisation Fund and Structured Finance Support Fund

 

Chief Operating Office

Our Chief Operating Office is made up of four core areas all focussed on enabling and supporting the front office activities and ensuring the agency meets its requirements as a Commonwealth agency:

Operations Group

This area comprises of Finance and Market Operations. The Finance team is responsible for supporting the management of financial resources, including budgeting, forecasting, financial reporting, and ensuring compliance with relevant legislative requirements. The Market Operations area manages debt financing and investment transaction settlements, ensures debt payment obligations are met in all instances, and manages vendor relationships and risks with outsourced debt registry services. 

Enterprise Risk, Assurance and Governance 

Our Enterprise Risk, Compliance, Assurance and Governance team safeguards the integrity of our operations. We provide comprehensive governance frameworks, support accountable decision-making and strategic planning activity, and ensure risks are managed and obligations are met across the agency.

People

Our People Team supports every stage of the employee lifecycle; from attracting and onboarding talent to enabling development, performance, and wellbeing. We foster a fair, safe and inclusive workplace that is aligned with APS standards and values.

Data and Digital Solutions 

Data and Digital Solutions bring together data, reporting (including cost modelling), and Information and communications technology to enable AOFM’s service delivery. The team provide reliable digital platforms, accessible information, and trusted data insights that support decision‑making and efficient operations.

Project Management 

This area delivers key strategic projects that impact the whole agency. It ensures strong governance, clear direction, and successful implementation to achieve organisational priorities.
